Heart of Illinois Low Incidence Association (HILIA)
HILIA Program
This regional program promotes and maintains a continuum of comprehensive services for children with hearing and/or vision loss.
We exist in collaboration between ROE #17, Bloomington School District #87, Livingston County Special Services Unit, McLean County Unit School District #5, Tri-County Special Education Association, and Illinois State University Laboratory Schools.
Services Available
Specialized instruction by teachers of students with visual impairments and teachers of the deaf/hard of hearing.
Collaboration and problem solving with building and district teams.
Serve as a resource for districts to families and other community agencies.
Facilitate access to an Educational Audiologist and Certified Orientation and Mobility Specialist.
Serving Students Regionally
Students from Bloomington School District #87, Livingston County Special Services Unit, McLean County Unit School District #5, Tri-County Special Education Association, may receive HILIA services in their home school districts or at ISU Laboratory Schools. The decision for HILIA services is determined by the IEP team.
Requesting Services
Please use our online referral form for incoming 3-year-olds, current students presenting with hearing/vision concerns, and/or other situations that may warrant HILIA services.
This form should also be completed for transfer/move- in students already eligible for hearing/vision services.
